At the Russian regional airline "Yakutia" against the background of the growth of passenger traffic in the industry as a whole, this summer season is not as good as it could be. The first half of the East Siberian operator worked with a decrease in the volume of transported passengers by the same period in 2017. Five years ago, Yakutia relied on Sukhoi Superjet 100 (SSJ 100) aircraft manufactured by Sukhoi Civil Aircraft (GSS), but so far the most modern Russian product civil aircraft industry brings the operator.On August 21, the carrier stated that instability in the regularity of the summer flight schedule is caused by the problem of maintaining airworthiness of the SSJ 100. Ivan Vinokurov, director of the Yakutia fleet, told ATO.ru about the situation with aircraft of this type.
ATO.ru: Ivan Afanasyevich, the airline "Yakutia" - one of the first customers of the SSJ 100 in Russia and, according to your data, the global leader in flying hours for one aircraft of this type. In short, what is the role of this type in the airline and what have you done in five years to effectively operate the SSJ 100?
I. V.:The SSJ 100 accounts for about 25% of the total airline passenger traffic. Since 2012, our cumulative raid is already approaching 35 thousand hours. For five years of operation of the aircraft, the airline has invested significant resources in the preparation of highly qualified instructors, flight crew and engineering staff, in obtaining admission to conduct a full cycle of aircraft maintenance.
At the same time, in the presence of a number of machine advantages, there are significant systemic problems that do not allow the SSJ 100 to be effectively used for passenger transportation.
We need a system solution to eliminate design and manufacturing defects for the further operation of the SaM146 engines.
Despite the measures taken by the airline to improve the operating efficiency of the SSJ 100, currently there are two out of five aircraft in operation.
ATO.ru: Why?
I. V.:Due to defects in the SaM146 engines. They were removed at the operating time of 1500–3000 cycles, not reaching the level of operating time of 7000 cycles specified in the aircraft certificate. All serviceable engines have structurally manufacturing defects and are under control operation.
For the entire idle time of SSJ 100, the owner of the aircraft - the State Transport Leasing Company continues to accrue rental payments (in the middle of August, GTLK filed a claim with the Arbitration Court to recover the debt on payments for rent of SSJ 100 from Yakutia. - Note. ATO.ru). Leasing vacations are possible only with the confirmation of the presence of design defects by the engine manufacturer, PowerJet.
In turn, on the part of PowerJet and on the part of the aircraft manufacturer, the GSS company, there is no corresponding confirmation.
ATO.ru: I heard that it is impossible to rent the SaM146 engine. This is true?
AND.AT.:Indeed, there are no replacement engines on the market that could prevent the disruption of the production program during the high summer season.
It should be noted also the high cost of after-sales service of the aircraft. The only pool of spare parts is located in Munich, which complicates the prompt delivery of components. At the same time, the cost of access to the pool significantly exceeds the similar cost for foreign-made aircraft.
In such conditions, against the backdrop of increased measures by the Federal Air Transport Agency to observe the regularity of flights, the continued operation of the SSJ 100 by our airline becomes almost impossible.
ATO.ru: So what, are you even ready to stop using the SSJ 100? Is this being seriously discussed?
I.V.: I think the option of stopping the operation will be kept as an "emergency button". Critical mass has accumulated. Due to the low health of the Superjet, we actually failed the summer. Of the five cars we could not enter the schedule with four! Periodically, we had only two out of four aircraft that were declared in the summer schedule. We may not have any other option than to stop the operation.
ATO.ru: What measures should be taken in the very near future so that such a radical decision is not taken?
I.V.
: First, it is necessary to have available replacement engines to carry out the current production program of flights, especially during the season of intensive summer flights - this is an urgent question!
Secondly, we need a system solution to eliminate design and manufacturing defects for the further operation of the SaM146 engines.
Thirdly, for aircraft that are idle for similar design and manufacturing defects, no rent should be charged.
And an important question for us is the revision of the price parameters of after-sales service.
ATO.ru: Will you continue to insist that at this level of after-sales service it is not profitable to operate the SSJ 100?
I. V.:Yes, indeed, PPO is at a very low level. But there are assurances, there are protocol decisions, there is a state program, there is the Ministry of Industry and Trade, and we are the initiators of many meetings. For example, the decision to create a pool of replacement engines at the level of the Ministry of Industry and Trade and at the level of the manufacturing company has been made, we can only wait for its implementation.
ATO.ru: I foresee the opinion of a number of skeptics that, they say, “Yakutia” is itself to blame for its problems, that others do not complain, but work. What do you answer to this? Indeed, in fact, only Yakutia does not hesitate to speak openly about the difficulties with the operation of the SSJ 100.
I. V.:I know that all operators have claims. This is a problem not only for one Yakutia airline, but also for all operators in general. Of the big players - Aeroflot, Interjet - they have from four to five SSJ 100 idle as a warehouse of spare parts.
ATO.ru: I recall the story of the An-140 in Yakutia. The airline for a very long time and at a high level fought for the efficiency of operation of this type of aircraft. Why do you still believe in Russian civil aircraft and the products it offers?
I. V.:We are patriots. But first and foremost is common sense. And for us the most important thing is to ensure flight safety.

The answer is: "The operational issues voiced by Yakutia Airlines concern the after-sales service of the SaM146 engines installed on the SSJ 100.Engine maintenance is governed by a separate agreement between the airline "Yakutia" and the engine manufacturer - the company PowerJet. The interaction of Sukhoi Civil Aircraft and Yakutia Airlines is carried out within the framework of contractual obligations between the airline and the aircraft manufacturer. "

In order to minimize possible downtime and optimize the availability of SaM146 engines, PowerJet is absolutely committed to supporting its customers by providing a flexible service plan and implementation of improvements according to advanced international standards. Such actions are implemented through additional support measures. So, airlines can secure their commercial activities by buying spare engines. PowerJet is constantly working to improve engine performance, solve fleet problems and improve engine design.PowerJet develops its MRO facilities in France and Russia to meet the demand from airlines, as well as reduce the time spent on MOT. PowerJet recalled that since commissioning in 2011, the SaM146 demonstrated an excellent technical reliability factor of 99.9%, at the level of world peers.
Lessor
As was reported to ATO.ru in the State Treasury Committee, the lawsuit filed against Yakutia deals with receivables for one SSJ 100. The leasing company noted that the work with overdue receivables occurs in accordance with the legal practice adopted by the State Labor Committee is in the legal plane and does not apply to the technical part. According to the lessor, the conclusion of a settlement agreement with the airline is possible, since the cooperation of STLC and Yakutia is strategic. "Previously, a significant part of the carrier’s debt to GTLC was already settled by entering into a settlement agreement, which is being executed by Yakutia," the leasing company noted.
